NOTICE OF SPECIAL ELECTION RE:  Proposed Water District No. 6 (Point Salubrious)

PLEASE TAKE NOTICE that a Special Election will be held on Wednesday, June 21, 2023 regarding proposed Water District No. 6 (Point Salubrious). The election shall be held at the Town Offices located at 12175 NYS Route 12E, Chaumont, NY 13622. The polls shall open at 12:00 pm and shall remain open for voting until 8:00 pm. The proposition to be voted on will be as follows: “Shall Water District No. 6 (Point Salubrious) be formed?” Please note that voters must own property within the proposed Water District and meet eligibility requirements in order to vote in the Special Election.The Water District will include 329 parcels with a maximum cost of $17,480,000 for the Public Improvements. No individual costs for hook-ups during construction of the project will occur and the estimated cost to a typical property annually (EDU) is anticipated to be $2,048.00.

C-Tec Solar Use Variance Application

C-Tec Solar, LLC has submitted use variance application to the Town of Lyme to allow a large-scale solar energy system (1.25 MW) within the Water Front Zoning District. This project is located at 28400 Old Town Springs Road (61.08-1-3.1). This application will be added to the Town of Lyme Zoning Board’s agenda to review July 5, 2023. Before being heard at the Town of Lyme’s meeting the application will be heard at Jefferson County’s Planning Board meeting for 239 M review on May 30, 2023.

Point Salubrious Water District Update

A petition was submitted to the Town for the Point Salubrious proposed Water District. The Town then asked our Attorney to review the petition and provide me with an opinion on whether the petition was sufficient. The Attorney analyzed property information from Brownell Abstract to determine which property owners were able to sign the petition. They then reached out to Jefferson County Board of Elections to find that 1,112 residents voted in the last election.
For the Petition to be valid, there needed to be 56 signatures
The petition had 63 signatures which 59 were valid.
I analyzed the information the Attorney has provided the Town and agree that the petition is sufficient. The Town will now need to hold a special election on the creation of the proposed water district. As soon as we have more information regarding the petition, the Town will share this with our residents.

WATER DISTRICT #1 and #5 USERS:

Due to the water main break on Old Town Springs Road on 4/30,

TOWN OF LYME Water District #1 and #5 (Old Town Springs Road) users should continue to boil their water until further notice.

VILLAGE OF CHAUMONT water users on the west side of the Chaumont Bridge (Route 12E, Circle Drive, Bay View Drive, Wilson Lane, Mallard Drive) should continue to boil their water until further notice. ***No other village water users are affected except for the residents who live over the bridge on the Cape Vincent side***

We will keep you posted in a timely manner.

Notice is hereby given that assessment inventory and valuation data is available for examination and review.  This data is the information which will be used to establish the assessment of each parcel which will appear on the Tentative Assessment Roll of the Town of Lyme which will be filed on or before May 1st, 2023. Chaumont Bridge Construction

Starting at 8am on Thursday, December 1st, the NY Route 12E Bridge over the Chaumont River will be reduced to one-way alternating traffic controlled by traffic signals. The new bridge will be constructed in 2 stages; therefore, the traffic pattern is expected to remain in effect until fall 2024. During construction, pedestrian traffic will be maintained utilizing a sidewalk across the bridge. Due to the new traffic pattern, minor delays may be encountered especially during periods with high traffic volumes.
