Emergency Meeting 4/24/24

John C. Londraville  American  Legion Post 832 representing the Town of Lyme and Town of Cape Vincent, in an effort to reach out to Town of Lyme and Cape Vincent Veterans and their families, recently purchased tee shirts and hats for the Cape Vincent and Lyme youth baseball programs.   Also, once again, the Post 832 American Legion Color Guard and Legion members will salute our deceased Lyme Veterans on Memorial Day with a twenty-one guns salute at the old Cedar Grove Cemetery on Washington at 8:45 am and then march to the Copley House for the annual Memorial Day ceremony at 9 am.  All Town of Lyme Veterans and active-duty service men and women are encouraged to join the Legion members at the cemetery or for the march down Washington Street.  In addition to these services, the John C. Londraville American Legion Post 832 offers Veteran Funeral Details, Lyme Student Scholarships, community grants, community dinners and sponsors Boys State attendees.  

American Legion Boys State is week-long program that teaches high school juniors about government and citizenship. The John C. Londraville American Legion Post welcomes all Town of Lyme Veterans and Active-Duty service men and women.  Please consider joining the American Legion and enjoy the camaraderie and self-satisfaction of knowing you are still serving your community and country.  Any time and talent you can offer is always appreciated.   For membership information, please contact the Legion at legionpost832@gmail.com, call 315-654-2101 or stop into the Legion during normal business hours.

REQUEST FOR QUALIFICATIONS-ENGINEERING CONSULTANT SERVICES FOR WATER AND WASTEWATER PROJECTS

March 13, 2024 PROJECT OVERVIEW

The Town of Lyme is seeking Statement of Qualifications from qualified engineering firms to provide professional services including; study and report preparation, funding assistance, and environmental review for water and wastewater projects as well as design, bidding assistance, construction administration, and construction observation should the projects advance. The Town of Lyme will review and evaluate the proposals to select a single engineering firm.

The proposed projects will include the evaluation, identification, and implementation of water and wastewater infrastructure projects in the Town of Lyme. Findings of the studies will be put into funding agency compliant engineering reports for submission to all applicable funding agencies for eventual loan and grant assistance. Upon receipt of project funding, the projects will be designed and constructed.

The Town of Lyme is requesting a Statement of Qualification (SOQ) for the completion of the study, design and construction phase services of municipal water and wastewater projects. Qualified Minority and Women Owned Businesses are encouraged to submit a proposal.

The engineering reports must follow EFC’s current Engineering Report Outline (copy of EFC engineering report guidelines can be found at: https://www.efc.ny.gov/EPG). The projects will be subject to EFC’s Minority and/or Women Owned Business Enterprises (MWBE) and Service­ Disabled Veteran Owned Businesses (SDVOB) utilization requirements for professional service contracts over $25,000.

All project design, bidding, construction administration, and inspection/closeout activities associated with the project must be performed in accordance with NYSEFC requirements and regulations. Any final engineering agreement must have the current copy of the NYS EFC terms and conditions attached as a supplement to the agreement. The NYS EFC qualifications-based procurement standards for the Procurement of Architectural, Engineering, and Surveying (A/E) Services shall apply.

STATEMENT OF QUALIFICATION (SOQ):

The SOQ response shall include the following:

  1. Describe your firm’s experience and qualifications in providing study, design and construction phase engineering services for municipal water & wastewater projects similar to the Town of Lyme.
  2. Identify the project team members you propose and describe their experience on similar projects.
  3. Confirmation that the proposer is a professional engineer licensed to work in the State of New York.
  4. Provide a list of successfully finished NYS EFC funded projects completed over the last four-year period.
  5. A detailed scope of services and fees will be negotiated with the selected consultant after selection. No scope of services is requested at this time, but interested consultants should demonstrate ability to complete proposed project and required services.

Please provide a copy of your qualifications and related materials  via electronic  or hard  copy by April 5, 2024 at 12:00 p.m. Proposals may be  transmitted  electronically in a PDF  format. The SOQ must consists of no more than 3 typewritten, single-sided pages providing information summarizing the firm’s pertinent experience and project team qualifications. Utilizing a qualifications-based process, the Town of Lyme will select one consulting engineering firm to study, design, bid, administer and close-out their projects. Proposals will be received from all firms which wish to be considered for this project.

Accepting Bids John Deere Brush Hog

The Town of Lyme is accepting bids for a John Deere 709 Brush Hog. The brush hog still runs and is located behind the Town Highway Garage for viewing. Sealed bids will be accepted until close of business at 4:00 p.m. on April 8, 2024.  Bids may be submitted by mail to Lyme Town Clerk, PO Box 66, Chaumont, NY 13622, hand-delivered to the Town Clerk’s Office, 12175 NYS Route 12E, Chaumont, NY 13622, or emailed to lymetownclerk@townoflyme.com. Bids will be opened on April 10, 2024 during the regular monthly Town Board Meeting. The Town Board reserves the right to accept or reject any or all bids.

2024 Mowing Bid

Town of Lyme Mowing Specs Ball Fields and Abandoned Cemeteries – 2024

The Town of Lyme will be accepting a one year bid for the 2024 mowing season.  

* Abandoned Cemeteries (7) mowed, trimmed and cleaned up by Memorial Day. Mowed and trimmed once every two weeks thereafter until September 15th.

* NYS Route 12E Ball Fields and Grounds – Mowed twice weekly (preferably Mondays & Wednesdays before 4 p.m.) and trimmed once a week from May 1st thru July 31st and mowed once a week thereafter until October 15th.

* G. Spence Donaldson Memorial Field (Morris Tract Road) Ball Field and Grounds – mowed and trimmed twice a week May 1st-July 31st and once a week until September 30th (preferably on Monday).

Quotes will be accepted until the closing of business on Monday April 8, 2024 and can be mailed to the Town Clerk’s Office, PO Box 66 Chaumont, NY 13622 or dropped off at the Town Offices at 12175 NYS Route 12E, Chaumont, NY. The awarded Lawn Care Professional must supply own equipment, maintenance and fuel. Proof of liability insurance of at least one million dollars must be provided. Quotes will be reviewed, and awards will be made during the Regular Town Board Meeting, to be held on Wednesday, April 10, 2024 at 6:30 p.m. The Town Board reserves the right to accept or reject any or all bids.

Supervisor’s Message

Hello all,

First of all, Thank You all for putting your trust in me to protect our Town. And for those who did not, I hope to win your trust in the ensuing year to come.

This is what we are currently working on.

We initiated a referendum on the New Town garage for two reasons. One so that we have time to work with the engineering company that designed the building to reduce some of its costs.

Also, I am currently working with Senator Walczyk’s staff and private organizations to seek grant monies that will also reduce the building’s cost.

I am also putting together a plan to build our new Town Hall. I have selected a preexisting building that will only cost us site plan engineering fees and save on design expenses.

I am proposing the new site of the Town Hall to be behind our present Hall, keeping the Building accessible to the Town and Village residents as well as saving on sewer and water connections.

Later on in the year we will revisit the water line needs of our residents.

My office is always open for your concerns and ideas.

I would also urge all to attend our monthly Town meetings whenever possible in person or via the  internet.

My motto has always been,”The difficult we do immediately, the impossible takes us a little longer”.
